Creating a dancing and flashing background animation

Duplicate the layer. Scale up as shown. Hide the previous one.

Duplicate the layer again. Press Ctrl+T. Scale up more then the previous one. Fill this layer with white color.

 

Duplicate the layer. Scale down as shown.

Now we have four layers.

Open animation window. For the first frame unhide all the layers except the original one.

Duplicate frame. Hide the original layer and unhide the smaller white layer.
